Usually, aggressive water or old age can cause the plaster to loosen up or even break. You wan ti flat and even with what you have. If you see your plaster breaking off, you should patch up the areas. If you hollow it out you can add more material. What you want to do is raise some of the sand to the surface to match what you have. If the sponge is too wet it will hollow out what ypu put on. Here I drain pool, power wash, acid wash, clean with TSP, remove tile, repair bed behind tile, repair bullnose, retile, use sider-crete roll on pool pla. Mix is to a spreadable consistency spread it on the same thickness as the finish then let it dry a little, not completely but a little then rub it with a wet sponge. If you have a pool, chances are you will eventually need to do some plaster repair. and mix it with fine sand that will pass through a 1/16" mesh window screen 2 parts joint compound : 1 part sand and : about 1/3 -1/2 part latex or acrylic paint. Check back in a day or two to see how the levels changed. If you want, you can mark the water level on the container with either a marker or a piece of tape.
